Depends on the company. Some companies run their checks before they offer the job to someone. While other will bring someone on board contingent upon a satisfactory background check. Either way you have to sign off on a consent form for them to do a background check on you.

Well usually they would check yout background right after you left the interview. Just so that they are interested in hiring you but would like to have a more solid confirmation on this.

They can, and most likely will, do a background check before they hire you. I know.

They can't check until they hire you, but usually will hire you contingent on passing the background check.

An employer cannot do a background check until you sign an agreement allowing them to do so and they will tell you if that is their policy or not.
