You can actually make a website on your PC, then after you get it the way you want... Post it... Hosting is cheap now days... it gets a little more difficult but you can do it.
Besides if you go free, pop-ups will drive people away.

You can open an account with Google's Gmail and then use their Page Creator. You can create an entire website. No experience necessary. It is incredible easy to use, just drop and drag or cut and paste. http://pages.google.com/

it's free and easy to make a website on geocities - and if you're on here, you already have a yahoo/geocities log in.
