It means that if you are not objecting out loud (or with actions) you are silently agreeing or allowing something to happen. Don't do that, please. We live in a democracy, let your voice be heard.

Oh good question. Well, what that means, is simply, you see or hear something, you know that it is wrong, but you do Nothing to stop it or correct it. You sit ideally by and allow it to happen. Sometimes this is called "cowardly". Understand now, I hope. Merry Christmas.
