I remeber that I have been tought some elements of it in highschool (but I am in Europe).

Typically, it is not taught in any serious depth at the high school level, but it is often mentioned in passing fashion; however, there are some very prestigious private schools in which the theory is given serious attention, though still not as much as at the university level.

Part of the reason for is this is because few high schools teach the necessary classes for even approaching the theory, such as logic, critical reasoning, and high level physics.

It is introduced in first year chemistry with more details in second year chemistry and physics. It is not taught in great detail in any of those classes. Second year physics will go deeper into details than any other class.
