I means that police can't search your place without a warrant, unless they got you red handed (probable cause)

this is still relevent today.
During the foundation of this country, when we were controled by England they would take advantage of the colonies, one way was that they could barge into peoples houses without reason, make them leave to house soldiers and not even get any reperation for it and STILL had to pay taxes on their homes when they were pushed out. This Amendment was to stop this from happening again and also to limit the polices ability to search your house if they don't have a warrent and cannot be issued one if they don't have a really good reason and proof to search your home.

Yes, you can evoke your 4th Amendment Rights before a search of your premises', person, property. But like other things if you evoke it just makes you look more guilty and you most likely will be served with a warrant which in turn will void your 4th Amendment Right

Here is a great article

It's designed to stop cops from busting into your house without either a warrant to search for specific things or without probable cause, as in they see you running down the street brandishing a smoking gun and you duck into your house.
