This pelican sounds like an airhead. Give him a wide berth, rubber ring of oil on it, then tug. If this doesn't float his boat, get a fishermen's friend to help. He may feel down in the mouth afterwards so let him lilo, then treat him to an ego trip on the pelican crossing.
