I know that Philadelphia has been notorious for getting most murders a year for some years. But it is not likely that it is the absolute worst.

Recently a study announced that St. Louis, Missouri is the most dangerous city in America. I believe this was based on crimes per capita. Surprised me, too.

I believe it was resently announced that Baltimore has the highest crime rate. you would have to contact police there to find out what their plan is.
