Electrolysis and laser hair removal are “permanent” hair removal methods but are expensive and you have to find a trained professional, otherwise your skin could be damaged.

Pulsed light. It's a type of laser. Works best on dark hair with fair skin. Quite expensive, but still ok. It has different names (Epilight, etc.). There are a few clinics in London where you can do that, and I know there's at least one in Manchester. It's the latest thing, and apparently, it really works because it kills not only the bulb but also what's next to it. It also hurts a bit!

You could wax it off, so the hairs are pulled out from the roots, but I wouldn't recommend taking such drastic measures unless you are one of the worlds busiest businessmen with no time on your hands for a quick shave.
