Sure they could with the new bras that are out. But you need to go to a specialty shop that deal in lingerie where they can help you. There are so many types of bras now that can show cleavage for an A size. Just go to the right place.

Ya sure. I am a slightly overweight guy and when i get out of the shower in the morning i push mine together and get some cleavage. Well to be fair I'm more like a C cup, but anyway i digress. It's fun; go for it!

well not without a push up bra
and or using insertable push ups
which are small skin coloured cups
which feel natural but help you with your cleavage.
