A fusible link is a length of wire designed to melt to protect a circuit when the current draw becomes too high. Blinkers usually don't have fusible links in their circuits, they use regular fuses. Fuse blocks are usually under the driver side dashboard or in the engine compartment under a cover. Fusible links are found in the wiring harness coming from the alternator usually. Changing a fusible link involves cutting out the bad section of wire and replacing it with the EXACT same gauge of wire, usually two to three sizes smaller than the circuit it protects.

Best to get a book, there usually near the battery positive post. some are in line with the wire that go to the battery. It is likely you don't have a fusible link on the turn signals but a flasher instead and is likely the cause, its a silver round plug in on the fuse box. Go to auto parts and buy one to see what it look like. Good Luck and GOD Bless.

You don't.
You do however replace the fuse under the dash.
