Bras Basah Complex next to the Central Library. There are quite a few stores that sell art materials. The biggest being ARTFRIEND which takes up much of the level. Students from the nearby Nanyang Academy of Fine Arts always go there to get their materials. Been there a thousand times.

You can get materials at jurong point in boon lay. there's a shop that sells material for cross stich and knitting. Holland Village has some shops too.
For a good selection of patterns, you can go to kino to buy books. the cheapest alternative will be to go to the national library to borrow books on cross stitch patterns.

There is a craft store close to Tampines MRT station. It's in the building where the DBS bank is. You have to take the escalator down as it is in the basement of that building. I just can't remember the name of the store. But I'm sure you'll find what you need there.

go chinatown. anywhere along pagoda street, mosque street or even at the mutli-storey hawker/retail space. Some really interesting shops within the alleys for great treasure finds!!!
