It looks like the creamy layer are not going to be excluded for reservation. The Attorney General has advised the Government that the views of the Supreme Court against the inclusion of the creamy layer is not binding, since it is only obiter, an expression of opinion, not having the force of law, an obiter. May be the issue, might see another round of litigation before the Supreme Court. The so called forward communities must be reconciled to the regime of reservation. In fact, reservation as such may not be a bad idea, consideration the fact that a large section of the society is still socially backward. What is disconcerting and disturbing is that reservation is not regarded as a temporary measure, a time-bound one, to ameliorate the weaker lot, within a short period. If reservation is not able to bring in the desired result in bringing the socially backward classes into the mainstream, there is no point in persisting with this policy. If the reservation policy has served its purpose, in improving their lot, then again, there is no justification for further extending this policy. This time-boundedness of this policy should be emphasised and assured by the political class, who are bent upon bringing in reservation at any cost.
