I am pretty sure it makes reference to neighborhoods being taken over by hispanics.
I will give you an example:
There is a lower cost of living apartment complex with white people. A mexican family moves in (30 people to a 2 bedroom). The people next door and living below/above them get sick of all the noise/trash so they move out. No white people want to live there, so the landlord lowers the rent, another Mexican family moves in, the process repeats until no white people want to live there anymore. That complex becomes a mexican only complex...this spreads to the other complexes. Now you have a whole sub-neighborhood where no white people want to live, the surrounding housing market is affected and those property prices start to fall. Those houses are purchased by Mexicans until a "Ghetto" is formed.
This is what happened in my home town in Southern California anyway...

Around here it means harassing any white people who are still living in a neighborhood that was originally white so that they move out and a non-white family can get their residence. It is sort of re-segregating a neighborhood to make it only one color.
