Ponting has been ranked as No. 1 as he has got more points as compared to Mohd. Yusuf.
The criteria being followed in the player's rankings is explained below:
The LG ICC Player Rankings are a sophisticated moving average. Players are rated on a scale of 0 to 1000 points. If a player’s performance is improving on his past record, his points increase; if his performance is declining his points will go down.
The value of each player’s performance within a match is calculated using an algorithm, a series of calculations (all pre-programmed) based on various circumstances in the match.
All of the calculations are carried out using pre-programmed formulae, using the information published in a Test match scorecard. There is no human intervention in this calculation process, and no subjective assessment is made of the quality of the pitch or of the players.
TEST MATCH RANKINGS
For a batsman, the factors are:
1) Runs scored
2) Ratings of the opposing bowling attack; the higher the combined ratings of the attack, the more value i s given to the batsman’s innings (in proportion)
3) Tthe level of run-scoring in the match, and the team’s innings total; an innings of 100 runs in a match where all teams scored 500 is worth less than 100 runs in a match where all teams were bowled out for 200. And if a team scores 500 in the first innings and 200 in the second innings, a century in the second innings will get more credit than in the first innings (because the general level of run scoring was higher in the first innings)
4) Out or not out (a not out innings receives a bonus)
5) The result. Batsmen who score highly in victories receive a bonus. That bonus will be higher for highly rated opposition teams (i.e. win bonus against the current Australia team is higher than the bonus against Zimbabwe.)
ONE-DAY RANKINGS
The principles behind the ODI Ratings are similar to those for the Test Ratings, with the following important differences:
Batsmen gain significant credit for rapid scoring. They only get a small amount of credit for being not out (because a not out batsman is, by definition, batting at the end of the innings when the value of his wicket is low)

Averages you must consider how much cricket the two have played this year, By the way Lara is better thab yousef by along way but Ponting is head and shoulders from the others. By the way the best batsman ever is without out a doubt sir Donald Bradman
By the way did you know Ponting has scored 33 centuries 2 off the all time record and he has another 5 or 6 years in him

Yousef is having a great year - indeed the most ever in a calender year, but he has played 3 more matches and 4 more innings than Ponting. Ponting has the highest average of 2006 - 104.08, compared to Yousef's 99.33.
Also the ICC rankings are for consistency.
Pontings last four years:
06 - 1249 at 104.08* in 8 matches.
05 - 1544 at 67.13 in 15 matches.
04 - 697 at 41.00 in 10 matches.
03 - 1503 runs at 100.20 in 11 matches.
Yousef's last four years:
06 - 1788 at 99.33 in 11 matches.
05 - 617 runs at 51.41 in 7 matches.
04 - 539 runs at 41.46 in 7 matches.
03 - 359 runs at 59.83 in 6 matches.
So over the last four years Ponting has scored 4993 runs, as opposed to Yousef's 3303.

Ponting is consistent and is a good captain so Yousef has scored moor runs but has also played more tests Ponting has a season strike rate of 100 and something
one-day is done on run rate and overs spear and wickets

Your right but Ricky Ponting has been pretty consistent for the last two years.
Who knows how the rankings are compiled. I definitely know Australia are the best in Test Match Cricket both home and away, and are consistently better at One Day Cricket. Based on losses and winning percentages, series wins, this could be evidence used to support why they are the best team in the world.
How the real rankings are compiled and over what period of time is anyone guess.

the ranking is based on performances throughout a cricketer's career. since ponting has had more good seasons than yousuf, then ponting is obviously ranked 1:)
