In the UK you can contact DVLA and pay for the information.

You used to be able to get it at the DMV (Secretary of State) easily, but I think that's hard now, due to privacy concerns.

If you know a cop, he can find that information, but he shouldn't give it to you unless he's sure your reason is benign. He might mail a letter for you, but again he'd want to be sure of your good intentions.

If your purpose is to harass, stalk or attack a person because you were mad at their driving, then you are very petty, and you should spend 5 years as a peasant in Tibet, who farms rice 12 hours a day, and has never has seen a car. Then you might appreciate how absurd it is to be angry about something so trite.

You would have to go to the local secretary of state or DMV to have a records search done. It might cost some money and you'll have to provide a good reason for needing the information. Like, they hit you and left or something.
