This website claims to be an outlet for news from North Korea. Does anyone know if it is genuine or is it some kind of parody?

It is a Hoax site.
It has been done extremely well though and has been difficult to establish its authenticity.

Looking at some of the links on it, it looks pretty real to me. there's some real heavy stuff in there about America, just the sort of opinions you would expect from North Korea.
With Pyongyang being a real place in North Korea, I wouldn't have thought they would have got away with creating a site like this for a joke.
Looks pretty genuine to me!!

Wow! I just checked it out and my gut tells me it has to be parody. But they worked hard on the content there so I'm wondering if anybody would go through all that trouble unless they were a really bad propaganda agent of the N.Korean govt who came to work one morning to find :"Create website for westerners thinking we just like them - have done by 1pm." LOL
