First of all I would put away twenty million for myself. My needs are simple enough and I could live off of the interest alone. I'd be dead before I spent half of that anyway.
Then I would take the rest ( considering the richest man on earth is worth billions of billions upon billions ) and distribute the rest equally in areas of, Housing, clothing, food, medical care, education, recreation programs, the primary focus on this would be third world countries where all these things are virtually non-existant. I would also give it where needs arise as they warrant.

If I were the richest person in the world, I would start by building multiple "Safe Houses" in as many cities as I could so the homeless would have a place to sleep. I would build daily soup kitchens, strictly for the homeless, I would develop programs to help them get clean, buy clothes, find a job, etc etc. Once my mission with the homeless was complete, I would move on to other charities such as the Make A Wish foundation for terminally ill children. I would give to as many cancer research programs, animal rescue. I would give to schools, churches, our troops, If I had all that money, I would give as much as possible.

buy nets to go over beds and send them to India and Africa and other places where there is still malaria. The nets keep the mosquitoes with malaria out.I'd also put money into water systems in countries that need it.
Help to rebuild schools and other important buildings that were destroyed by Katarina
But I'd give more money to children than anything. To get children all over the world vaccinated, and to pretty much improve their quality of life.

With me, the children would come first...I would do whatever I could, in order to give them the best education I could, to try and ensure that they have a strong, happy future. I would help their parents out financially(as many as possible, anyway), as well as try to find them employment..If the parents were too needy, and just weren't able to take care of their own children despite their best efforts, I would adopt a couple, and raise them as my own.....I just believe children are the most important, so they would definitely come first; then I would help the adults the best I personally could.

Let me say first that throwing money at poverty will never solve the poverty problem. The best thing that can be done, after meeting immediate needs (food, clothing, shelter) for one who needs help, is to teach that person how to stand on their own two feet.

That being said, if I were independently wealthy, I would help in funding reputable organizations that specialize in helping individuals who are destitute but decide that they want better for themselves. And there are a lot out there.

P.S. I would be partial to Christian organizations.

Create a better economy localized in poverty stricken areas. This would include more shopping center, local attractions, and nice real estate (afforable-clean-up to date apartments/condos) within a specific community to help it grow. Education opportunities and more localized poice involvment.

I'd hire really big goons to go over to their houses and beat the tar out of them, while yelling 'WHY DON'T YOU HAVE A JOB?"
