It's centriole, and they're like bungee cords, or extensible fibers. Kind of like high-tech straws in bricks, which helps give it structure and stability (keeps the bricks from falling apart), but with the added ability to extend. This is necessary for cell division, because that's what pushes the cells apart. Without them, cells aren't much better than water balloons.
