As long as they are not too irritated or cracked....
1) Take a toothbrush and run it under warm water, then gently "exfoliate" your lips with the toothbrush to remove the dry, flaky skin.
2) Take your finger and rub the sides of your nose and or forehead (to gather natural skin oil) I know it sounds kinda gross, and you may not have time to do it BEFORE you clean your face, but if you can, the natural oils are what your lips are looking for.
3) Then cover with Eucerin lotion or vaseline intensive care lotion and then an unflavored chapstick

At least with me, Carmex is ok in a pinch. My prefernece by far is blistex. Your lips will feel almost normal after a couple applications. Carmex tends to sting on me. Chap stick feels more like a sealant and doesn't really help a whole lot.
The problem with flavored balms is you want to taste them, which invariable means you'll irritate your lips. If you have a humidifier, try sitting with your face near it for a few minutes. Your lips chapped because of dryness, so being around moist air should help.

If it's cold where you are, like dry and snowing, DON"T LICK YOUR LIPS! Keep them hydrated with chapstick, vaseline... whatever, but do not lick your lips whie you are outside!
Other than that i don't have any idea, you might want to try a really good lotion meant for really dry hands, i like Eucerin!

use a damp toothbrush as an exfoliator...do not bite excess skin where it is chapped (gross, i know - but it is tempting to try to fix). use the brush, then vasoline up until u need to leave. then exfoliate again, if you wear lipstick be sure to prep your lips with chapstick (altho it will be better if you dont wear lipstick) - have fun

Try using your facial exfoliatior, like apricot scrub, on your lips, then put vaseline on them until you are about ready to leave, then put on your lipstick!
