If he is not dead, he is likely to be soon. They don't float unless something is really wrong. If this is a million $ fish, you could call a vet, but i think it is too late. Choices for the means of death include a fungus, ich (that is a fish disease), an infection.
The important thing is not to gether another fish before the tank is clean of whatever killed this one. If you have other fish in there, they will likely catch whatever this one has, so check out the site below and see if you can diagnosis and treat the tank.

swallowed a air bubble .. Usually when a fish swallows air the bubbles will filter out through its gills and come out its gills. Goldfish have sensitive swim bladders to keep them boyant (otherwise they would sink). When a goldfish swallows air and it doesn't escape through its gills the air remains trapped and will make him float. I dunno what to say, maybe try Wardley Goldfish Crumbles? Maybe your goldfish is just entertaining himself lol 'look at me I'm upside down'! Try soaking your fish flakes in a cup of water and pour the water/flakes into the tank ... that way your goldfish wont swallow bubbles anymore. Btw, its a dice roll whether he will live or not.. It is dyeing. What are your water parameters and what kind of fish is it? Is there anything about the fish that does not look normal? How long have you had the fish? What size tank is it in? What else is in the tank with it?

I think that it is most likely dead if it is not moving. If it does move but just floats back up, it might just be sick

he is sick, fish do that just before they die
sometimes if you go to the pet store and get the right medicine he might live a little longer

Nemo's dead, and I suggest you take him out before it infects the water. If its a cold water settle, replace the water now!

I had a fish do this once, and he died shortly afterward. I don't know if that means yours is ready to pass, but that is my experience.
