These are given to people who have done something deemed rewardable. They are nominated by local organisations. That's why people such as a postman with a rural route who has not lost a day in 40 years get one.
On the other hand, a sportsperson who has won something, or been a member of a winning team gets one. No comparison really.

oh come on now, i know Ronaldo was good but don't you think that this gesture you are planning is a little extreme? seriously i think you have to contact your local MP and get a nomination form, you then have to nominate them and i think you have to find someone to 'second' the nomination, it is also a good idea to 'canvass' for them in order to get more nominations, if this person has done so much for football then it may be an idea to detail exactly what they have done and let others know, often because we know so much about the achievments of someone then we assume that everyone else also knows, maybe they don't so tell them. take care and good luck.
