The best answer is maybe...
The biggest performance issue that adding memory resolves is to reduce the amount of disk-swapping your PC does. If you are running large application or working on large files such as desktop video or large graphic images, you may be loading more things than you have physical RAM to handle. Windows compensates by using "virtual memory" which is using your harddrive (storage) as really slow memory (RAM). While you may have a program running, part of it may actually be suspended and stored on your harddrive until you need it. When you access that part of the program or data that has been moved or "swapped" out to the harddrive, then Windows moves something else out to the harddrive to make room in (fast) RAM for what you now want to work on. This is what is refered to as virtual memory.
When you are in this situation adding RAM will certainly help improve performance and here is a way to tell if it will help you...Boot up Windows and do what you do normally, but this time keep your eye on the harddrive access LED on your PC. Now if you launch a program or load a file the light is suppose to flicker and the light up until the information is loaded from the harddrive into RAM. However, if you see the light coming on all of the time or even periodically as you working with you (now loaded) application and data then that is a good indication that you don't have enough memory for the types of programs you are running and disk swapping to virtual memory is slowing down your performance.
Case in point, I have 512Mb in my laptop and at times it lags, but in my desktop PC with 1Gb of RAM, which has a similar speed processor, seems pretty snappy in comparison.
Good luck

No buying memory only allows you to store more things on your computer, for instance a PC game. What makes your computer faster is the processor, so to speed it up i would buy a faster processor.

not really, u would need to upgrade the motherboard and the processor to get it run physically faster. Adding more memory may decrease the loadup time for apps but not speed up the PC

Only after you install it. LOL
If your machine will accept that much RAM, it is probably the cheapest speed upgde you can buy.
