NO IT WILL NOT IMPROVE THEIR CHARACTER BECAUSE THEY KNOW THAT THEY ARE NOT ELIGIBLE TO GO PUBLIC FOR MANDATE AGAIN SO THEY MAKE ONLY MONEY AND WILL NOT DO ANY WORK FOR PEOPLE.

Well here in America our leaders have terms of office. A mayor of a city of town is for 2 years, a governor of a state is 4 years, and the President is for 4 years. The President can only be elected to 2- 4 year terms then he has to give up to the next elected President.

Yes. In fact all politicians in every country in the world would be better with strict term limits. Politicians in general are given too much power for too long a period and power corrupts politicians no matter who they are, so term limits guarantee to cut off that power and that makes for better more honest politicians.

No, in democratic set up this is not possible. Moreover if you do so, individuals will try to accumulate as much as they can within this period and as such the Parliament or the Assembly will look like garbage.
