UK: (and most likely everywhere else) - Indecent Exposure - a crime for which you can be imprisoned. If with another person - Committing an act of gross indecency. If with or towards a child under the age of 14 - a more serious offense.
It is also considered to be the lowest of the low among criminals and those convicted and imprisoned for 'flashing' are treated like dirt by the other prisoners.
Oddly enough, a woman 'flashing' is not the same and must be dealt with as a Breach of the Peace. It is said that Queen Victoria in 1824 when the Vagrancy Act was being made law, refused to believe that any woman would do such a thing so the offense remained ' A man who wilfully, lewdly, openly and obscenly exposes his person with intent to insult a female........'.........
