It is also considered to be the lowest of the low among criminals and those convicted and imprisoned for 'flashing' are treated like dirt by the other prisoners.
Oddly enough, a woman 'flashing' is not the same and must be dealt with as a Breach of the Peace. It is said that Queen Victoria in 1824 when the Vagrancy Act was being made law, refused to believe that any woman would do such a thing so the offense remained ' A man who wilfully, lewdly, openly and obscenly exposes his person with intent to insult a female........'.........
