Are You a Producer? If you are then usually you take that up with the channels themselves. If you're not I don't know what to tell you except get an education.

Copyright is the least of your worries. First, you need to know somebody in the business who will help usher your idea to the right people. Keep in mind, though, a zillion joes and joans are out there with a variation on the same idea so you have to put a lot of work into your pitch. No matter how great the idea may be, it won't go anywhere without a convincing pitch.

just go to the network website. there should be a link that let's you submit ideas to the producers.
