Two things: #1 -Take the dryer sheet after you use it in the dryer, they are great for repelling everything from Ants to Rats and even Chipmunks.
#2 - Moth Balls - put in small plastic container (lids of peanut butter or jelly jars) place then in several locations under hood, under car and inside car and trunk area.

It's going to be tough. My only suggestion is to get a cat. It's warm there and they are going to do it reguardless.
Now if you aren't trying to keep them alive, let them nest there. Eventually you'll end up killing every single one and you won't have the problem again.

OMG this reminds me of the comic tale about the birds progression nests interior the former horse's mane.. lol lol lol.... heavily .. get a blow up of an owl or a falcon, and anchor it on the hood of the vehicle.. birds will dodge your vehicle like the plague.
