How is ridership calculated?

Question

Is it...
1. The net number of PASSENGERS who ride on a system within a period, or
2. The total number of RIDES made in a period?

For example,
If 2000 passengers take a bus each day, but each passenger rides on the bus twice (from home to work, and then back home), then is the ridership 2000 or 4000?
