You need to humidify your home.

In the winter, the air gets really dry and is prone to enabling charges to build up as a result of walking across the floor, etc. When your house is a little more humid, static electricity is gradually siphoned off through the air keeping things more in balance.

Turn on your house humidifier which is usually located on your furnace. Careful not to set it too high or you may get condensation on your windows (if its really cold outside) ... which may in turn (and over time) cause wood rot at the bottom of your windows.

If in an apartment, a single tabletop unit will work nicely. You only need to humidify one room of your house and the humidity will circulate evenly as long as doors between rooms are open.

Good luck.

If possible, keep air humidity above 30% r.h. Tip - if the air in your room is very dry you could try keeping an open wide dish of water handy - this will evaporate and moisten the air nearby. Static charge build-up is enhanced when the air is dry. So, static problems and effects are often noticed in dry air conditions. The air outside can be very dry when the weather is cold and dry. Indoors, central heating or air conditioning can give very dry conditions which promote static electricity. Heating warms the air and reduces its humidity. Static shocks are often noticed in cold dry weather, especially when in a centrally heated environment, and may disappear when the weather gets more humid. Static shocks may also be encouraged under air conditioning in hot weather. Unfortunately cure is not always easy. Indoors, you can try raising the air humidity to 40-50% rh with a humidifier. (You can check the humidity with a cheap humidity meter from a gardening shop.) Also, look for shoes with leather soles.

That's right.. You need more moisture in the air. You can put pans of water on your radiator, boil water on the stove top or buy a humidifier.

You should buy a good size humidifier. I would stay away from the type that puts out "white dust". I can't remember what they are called.
