The empowement of employees is crucial to the sucessful implementation of a TQM system. If the employees are not empowered enough they to not posses the total scope to which they can carry out there own degree of quality production.
This also has motivational effects, and according to Maslow's hierarchy of needs employee powerment is a key component to motivation higher up the hierarchy, motivation in turn leads to efficiency which is part of what TQM is all about. (A more motivated employee is more likily to care about their level of quality than an un-motivated employee)

Having a successful TQM program is totally dependent on the employees, so it is critical to get them involved from the beginning. Some companies initiate committee's for various aspects of the company and find better ways in which to do their jobs. Some of the best ideas come from those actually doing the work.

It is ALWAYS trumpeted as a success, so don't worry on THAT score.
Some people welcome empowerment, others don't actually want it. But of course, it won't work unless the employees feel they ARE empowered.
One interesting thing that happens is that everyone starts to think that the barriers to TQM always lie with the level of management or supervision immediately above them. For instance, they will accept that upper management are committed to TQM but the middle manages HAVEN'T "bought in".....
and so it goes on and on. Have fun!!

Does anyone actually know what TQM stands for and what it means? Total Quality Management is when your management style is focused around the goals and objectives of your company. It is the manager's place to implement a management style that is in the best interest of the company. It is successful in certain areas. Just keep in mind that there are many different management styles, while none of them work all the time, all of them work sometimes.
