Spurs are a good mid table team. They might even make a push for Europe. They have a good history and good following but they aren't going to overtake United for anything. They are one of those teams that can come up big and play big and cause a lot of problems for teams but they aren't good enough to go on a consistant run of form and push for a top 3 place. Martin Jol is a good manager and I think he's doing a good job for them.
If you mean "who" they are Tottenham Hotspurs from London and Man United are Manchester United from Manchester.
