While you are in school, you may consider working for your school paper, if you have one. Check with local newspapers or magazines. They may have you start at low end jobs not related to writing, but you can see what writing for a living is like. Most companies who hire writers will require a college degree. I suggest English or Journalism as a major, if that is the direction you wish to pursue. It is doubtful that anyone will allow you to do much writing until you complete your degree.

To be a writer the only experience you need is to write, which you can do on your own time whenever. Schooling would be helpful too. As far as jobs, if you want a professional writing job you'll probably have to have a degree in the field of whatever the job is in. If you're young now, maybe just look into working around books, like a bookstore or library. There is a website called Associated Content which pays $10 per piece of writing and you can write on just about any topic. Might be good for some experience, although it's not very monetarily fruitful.

You don't really need to be anywhere. You just have to write. There's creative people all over the world. I suggest just make sure you write everyday. Keep a log type book, and write atleast a couple of lines everyday. Write down worldly observations or thoughts. It makes a great reference when you get stuck while writing. Look for creative writing groups or clubs in your area. Where people can read there stories or poems and get feedback. Being around creative thinkings will help fuel your fire.
