Good fences make good neighbors because then everyone knows their boundaries, and they don't disrespect each other. The phrase doesn't mean act superior to your neighbors, it means respect them.

I would like to think of something funny to answer this but I keep thinking about that "Berlin Wall" and so my answer to this question would have to be ..... They Don't make better neighbors on every occasion-

However on some occasions they can keep assertive people from dominating larger areas without such constraints in place- perhaps enabling more balanced communication?

I think they make poor neigbors. Tear down the walls and get to know your neighbors. That's the original American way, knowing your neighbors, breaking bread with your neighbors, then contaminating gifts to them with diseases and stealing their land.
