There are a few options.
If you don't mind driving him, tell him you are tired of being an unpaid taxi and that he has to pay towards gas and car maintenance if he is to continue to ride with you.
Give him a copy of the bus schedule and business cards for taxi companies.
Stop driving him every time he wants a ride. Tell him you want some time to yourself on the drive.
He certainly does have a right to make the choice not to drive. He doesn't have the right to impose on you. You have a right to say no, and you should say no if you don't want to drive him.

Yeah, I got a pointer. He sounds like a bully and if I were you i wouldnt take him anywhere. He acts like its your fault he has no money and that he doesnt drive.
You dont need a reason to say no because you have a right to say no to anything you dont want to do and you are not required to give any reason.
You are being used and taken advantage of and it's time for you to put your foot down and just say no. If they try to bully you or question you just walk away. This person is not a friend and you do not need them in your life.

Yea. Tell him to walk. As you made the choice to drive you also made the choice to drive alone.
Every time he wants a ride, tell him it will cost him five or ten dollars for gas and up keep on your car.
He will fade into the woodwork after that and good riddens.
If for some reason that doesn't work, tell him you can no longer carry passengers because of your insurance.

He thinks your being rude lol. There is such things as busses taxis and limo services. if he doesn't contribute money for the upkeep insurance gas and other car expenses than he shouldn't ride with you. You have every right to say no. We live in America

Start charging him. Tell him since he chooses to not have a car, you refuse to allow him to freeload when you have to make car payments, pay for insurance (which covers him when riding), gas, repairs, maintenance. Explain that it's not fair you have to pay all this while he rides for free. Even the bus charges!!
Would you buy a computer, so all your neighbors could come over and use it? I mean come on, why should they buy one when you're right there?

Pay up for gas and shut up or he doesn't get a ride. Simple as that. You are not being rude by not giving someone who constantly freeloads a ride. You are protecting your environment from being filled with rude, ungrateful people.

There could be reasons why the person doesn't want to drive. Maybe they're scared..Who knows really. If you are getting sick of it, let him know that he's going to have to find another way to get around. Or start paying you for gas and milage.

who pays for car maintainence?.. you

who pays for the car?... you
who pays for car insurance?... you
umm... i can see lots of faults in asking for a ride, and not offering to contribute to the expenses. I don't know about you, but that costs me about $1000/month. I would never let someone get away with repeated rides for free. There's a reason that taxis, buses, and trains charge people money for rides.
