that's the person who must accept all legal documents.

Carr Bazaar, the dealership, is claiming that they do not have that person. Isn't this illegal?

also asked for the registered agent, they claim they don't have one, submitted request in writing. they still refuse. what should i do?

You can go to the Secretary of State (may have a website for your state) and see if they are incorporated and it will state in their Articles who the registered agent for service is. If they are not incorporated, you will probably have to consult your statutes to see who you need to serve at the business, or call an attorney, they will know if it is actually illegal.

most companies use an outside processor. a company is required to have a registered agent that you can reach at any time of the business day to handle any legla problems or questions. They must have a registered agent but are not required to have a process server.
