IN the lower 48 states I would think somewhere like Fargo, ND would be the coldest. Maybe somewhere in MN.

I would say (Minot) NORTH DAKOTA, thats where I live, and its been freezing this month. Its snowing + Icy wind a good mix of that, and youve got the Coldest City of 48 states (laugh)

She is referring to the lower 48 states, which excludes Alaska and Hawaii. I don't believe she made an error.
As for your question, I don't know, but I would assume it has to be within one of the Canadian border states.
