I was wondering when the mail bird brings the mail on the AC:WW game? I know it comes two times a day, but at what time does he deliver it?

As the others have said, 9am and 5 pm. With the exception that you will get mail if you open your gate and have a visitor.
If you're looking for Pete the Mailbird, though..My experience is that he wont show up if you've got someone else in your town at those times. (Like Katrina or Sahara or any of the others).

Mail arrives at 9am and 5pm. It will also get pushed up early if you get visitors. So if it's still 3pm and you ordered some stuff from Nook's catalog, and you get a visitor, the mail will arrive early.
