They are not allowed to live seperately because when Iraq was being carved out of the Middle East by european powers during decolonization no one cared to speculate on how things would turn out lumping several ethnic groups who hadn't gotten along very well in the past. The problem in post invasion Iraq had a lot to do with this as well. All of these politicians who stand in bewilderment of a country deviod of patriotic sentiment should realize that Iraq as we know it is a contrived state. We continue to ignore this at our own peril.
To be fair the situation has only be around for the past 1300 years or so.

The split in Islam goes back to the death of the Prophet in the year 632.
After the prophet's death his community split into followers of the caliph Abu Bakr and those who supported Mohammed's closest relative, his son-in-law, Ali ibn Abi Talib.
This division between Shia (followers of Ali) and Sunni (followers of the custom of the caliphate) persists to this day. Although both share most of the customs of the religion, Shiites place more emphasis on the guiding role of the imam.
About 90% of the world's Muslims are Sunni and about 10% Shia.
Iraq has a large Shia population but the country was run for many years by the Sunni during which time the Shia were oppressed. In the new democratic system, the previous Sunni regime was replaced by a popular elected government and the Sunni have lost much of their power.
Iran is largely Shia and Saudi Arabia is largely Sunni. The largest population of Moslims is Indonesia.

That is like asking why did we have a Civil War? There has to be a way for all to get along; we all can not get what we want. Iraq is 1 country and it should remain that way.
It is like this. I am from Chicago and I think Chicago should be its own state, wont happen. That is cool with me but I also hate Texas, and wish Texas would just go away. It is not going to happen because we are 1 country.
