Anyone that tells you that you have to pay to receive a prize is a liar! You never have to pay to claim your winnings.
And if you never entered their 'drawing', how did you win?

Scam all the way.

You should not fall for anything that asks you to send money off first............please,where is your common sense...it is probably run by a bunch of Nigerians.
