I think it is because the people who download it can be traced via their computers. The people who make it probably do not leave evidence whereby they can be traced electronically.

because secretly the police and FBI look at it too... if they jail the makers... they will have no more... but by catching the other viewers... theres more for them.

they are hard to locate b/c most come from over seas.if you come across any turn them in to crime stoppers or even the police.get the email address it came from
