Honesty and conviction.
Any politician that continually sticks his finger into the wind to see how to proceed is not a leader. The public is wishy-washy. One day they want one thing, the next the other, and opinion polls rarely reflect the feelings of the general public.
In addition, the general public is too easily led around by pictures and half-truths. They tend to believe everything they see on the evening news without trying to find out what the other side is saying.

A firm position and an ability to not give in to random unknowing opinions.
Steadfast in his/her beliefs with a humbleness to be centered on a Higher Power.
Honest, yet able to discern what is healthy to divulge.

No,10 factors does not make a frontrunner :P yet heavily, the potential to become a good chief comes from an unstated mutual settlement from the others that you're making good judgements with no need to talk about it. Leaders do exactly, and others follow. Theres truly not a lot to it.

Having a daddy who was president. That way I'll have a valuable resource to ignore while planning my policies.
Having lots of neo-cons to tell me who to invade next. Mmmm...Iran looks mighty tasty!
Having a willingness to cut taxes and increase spending. You see....that makes it a FUTURE generation's problem. I'm only the president of THIS generation, so I don't have to worry about it!
Ability to enjoy a good vacation. What? A category 5 hurricane is screaming towards the Gulf Coast? Well, that's not worth ending a vacation over. More tequilla for everyone!

The first prerequisite is not having the initials GWB. RR would be a good start.
