The World Wide Web Consortium (W3C) has changed the "official" name to URI (Uniform Resource Indicator) since it's not always a "dependable" location but most folks still call it a URL. It's really just the human-readable name for an IP address which is a series of numbers like 000.000.000.000... which every item on the internet has one which is unique.
