I think women are attractive because they are women, but I don't stare. I don't want them to think I'm interested.

yup
sometimes, especially in Summer I spend a whole day doing that
just don't stare for too long, most women don't like it
go somewhere that there are enough people so nobody notices much, look for a minute or so and nobody really minds
