The Yankees are the runaway leaders with 129 losses - 88 in the World Series, 22 in the LCS, and 19 in the divisional series.
If you took out the World Series, the Braves would actually be the leaders because of their tendency to lose in the divisional and LCS series over the past 15 years. They have 33 league championship series losses (which is the most), and 17 divisional series losses. The Braves have lost about 50 playoff games dating just from 1990, which is amazing.

For the record, I believe the Cardinals have lost 84 postseason games since the beginning of the World Series era.

Since 1969, my quick count has STL with 32 losses (games)
and the leader, no surprise, the NYY, at 46 losses, due mainly to the fact that appear so frequently in the post season.
PS Boston and Oakland have each lost 35 games.
