You can create a simple free webpage at http://www.geocities.com with the information the bill collectors will need, for example, currect adddress, phone number, current job, etc.

If they are family, then back off and leave them alone. The collectors will find the person sooner or later. I'd be ashamed of myself for doing that to anyone in my family, whether or not they were losers and whether or not I like them.

This is invasion of privacy - you have no legal right whatsoever to provide information about him to a third party like a bill collector. If they caught him and he found out it was because of you, he would sue you into the ground and win.

As above, back off because if the person you want to punish finds out it's you that had him caught he might try to really hurt you. Remember what goes around comes around so he/she will get there punishment someday down the road.

Try just sending the companies, if you know what they are, an anonymous letter telling them where to find him. Or call with your number blocked(or from a payphone) and tell them where to find him. If you know his social and birthdate you might be able to get a credit report on him and find out all the companies he is in debt with.
