I suggest a picnic on top of a building with a great view, either a natural one or fireworks. It's romantic, intimate, original and very cheap. I also advise champagne or wine, some shrimps for starters and your favorite dish. Strawberries with champagne is always a good dessert choice, if you know what I mean...

Got to the new Griffith Observatory its free.
There is Christmas Tree Lane up in Torrance, CA. The houses and homeowners are all decorated for the holidays. Its free. You can drive around to see all the houses or walk it. Some of the homeowners pass out hot cocoa and cookies as well. It can be really romantic and its free.
