When you ask someone where are they going and they said nowhere. Where is nowhere? Nowhere got to be somewhere. Almost like saying nothing for example: someone ask you, "What are you doing?" you then say nothing. You always doing something your never doing nothing. So where is nowhere? Nowhere got to be somewhere if someone said they're going nowhere. Nowhere got to be somewhere.

It is quite simple, actually. You're skipping the implicit word in both cases:
1. Where are you going? Nowhere IMPORTANT.
2. What are you doing? Nothing IMPORTANT.

Both 1. and 2. replies mean that the person is not going to some place that matters or doing something important.

It can also be the case of a «It's none of your business» reply.

If you're looking for a more philosophical approach of the question, I recommend Phenolenological readings such as Hegel, Heidegger and Sartre.

Nowhere is also "now here"...maybe it's here where the person is right now.
