The Cold War started right after World War 2 when the victorious Alllies were left with two particular nations that had built up mighty armies and served in a common cause while the Axis was being defeated but who, as soon as it was over, were left with very different principles of government (On one side Marxism/socialism/communism/totalitarianism and on the other democracy and capitalism). So the Soviet Union and her satellites squared off against the U.S. and her allies. I think that the "official" start is considered to be 1947.

Why? Well. Easy question, but not so easy to answer. In the final years of the war, it became clear, that the inevitable defeat of Germany will not be the end at all. The relations between the West and the East were cooling off since pre-war times and as the short-timed cooperation phase of the war was coming to an end the old rivality was showing up again. Different as the parties in the conflict were, they've chosen different ways to enter the new field of post-war policy.

The Western allies had made it clear, that they all fight the Nazis, but their next object is the protection of the world against the communistic Soviet Union. Feeling threatened by the spreading influence of the Soviet regime, Western world wanted to protect the peace and democracy in Europe. The position of the traditional leading powers of Europe like Great Britain and France were downbeaten by the War so they sought help in the one and only possible partner, the United States. The US first tried to keep distance from the problems of the Old World, but they saw a good chance to win new allies and keep the possible line of war away from they coast. They joined the coalition to fight Germany and helped to win the war. They liked how the situation was developing and to save the state and enable futher cooperation they launched several support plans like the Marshall plan and NATO.

Soviets chose a different approach. Proclaiming to kick "US capitalists" out of Europe and offer their socialistic dream to every country, they've found plenty of ears that were ready to accept that vision. Behind this friendly face the strong russian bear was lurking and waiting for the weak countries that were ready to accept his theories and later obey his commands when he liked it. In general Slavic nations feeled attracted by the new alternative which was comming from their "Big brother" and fell for the trick. With help from the communistic parties working inside soon the Eastern block felt confident and strong enough to refuse Western activities and signed a pact with the Soviet union.

Like with most answers in history there is not an exact date but a series of events leading up to the subject.

The cold war began during the final stages of WWII. The USA, UK, France and the USSR had the common goal of the defeat of the NSADP lead German forces. When it became fairly clear the alieds would win the war the leaders of those nations began to negotiate a post war Europe. At Yalta in Feb 1945 and Potsdam in July 1945 the map of Europe was carved up.

The result was two areas of influence. The US area (think US, Canada, UK, France, and Japan) vs. the USSR (think USSR and all of the Eastern European countries.

The distrust and different goals of each side lead to confrontations. Most of these were carried out in remote areas of the world - Angola, Korea, Vietnam and so on. The height of direct confrontation was probably the Cuban Missile Crisis of 1962.

Cold War:

the open yet restricted rivalry that developed after World War II between the United States and the Soviet Union and their respective allies. The Cold War was waged on political, economic, and propaganda fronts and had only limited recourse to weapons. The term was first used by the American financier and presidential adviser Bernard Baruch during a congressional debate in 1947.

Following the surrender of Nazi Germany in May 1945 near the close of World War II, the uneasy wartime alliance between the United States and Great Britain on the one hand and the Soviet Union on the other began to unravel. By 1948 the Soviets had installed left-wing governments in the countries of eastern Europe that had been liberated by the Red Army. The Americans and the British feared the permanent Soviet domination of eastern Europe and the threat of Soviet-influenced communist parties coming to power in the democracies of western Europe. The Soviets, on the other hand, were determined to maintain control of eastern Europe in order to safeguard against any possible renewed threat from Germany, and they were intent on spreading communism worldwide, largely for ideological reasons. The Cold War had solidified by 1947–48, when U.S. aid provided under the Marshall Plan to western Europe had brought those countries under American influence and the Soviets had installed openly communist regimes in eastern Europe.

The cold war is written in history to have started officially in or around 1947, but that is not true. It was already in process. Read about Patton and his endeavors with Russia?
When Patton instituted methods of hiring the Nazis to the communication systems to monitor the Russian activities and their messages because Patton knew they were the enemy as well, but that the Nazis and Russians were enemies as well. He used what was necessary for the free world to attain the truth to prevent any more war. However the underground Nazis that were either given immunity and or escaped, were in process of polluting this world and never stopped and the Russian was hand in hand dealing with the same situation but with Communism. China entered into the cold war much later they were still mending their wounds from Japan, but the emperor was still in league to instrumentally continue the war and was a very active participant in the cold war with his cronies. Which led to an almost economical disaster in the 70's here in America. Remember these are cultures of ancient times and believe that their traditions and beliefs just like a religious group, should be in process and proclaimed a tradition forever. They will not stop. Atheists are proclaimed and believe just as strong as any faith as well. And remembering that you will have a better understanding. There is evidence that has been put through tests to show that Patton was assassinated. Many documents have studies to show this. However no one cares anymore, but that was the first blood drawn and our government covered it up because they did not want another war. So they parlayed with Russia and appeased them in their Wall theory and gave in, so now look what we have today another Ottoman/Turk/Russian display that is directly responsible for all the troubles we have with weaponry in the middle east etc.
