That is a really subjective question. It's like asking "What is TRULY the best tasting food in the world?".

I have been playing guitar for 21 years and I have never heard of three of your choices. Does that mean I don't "understand music"? No, it just means I don't listen to the same things you do. Neo-classical metal is definitely not my favorite style of music.

I would think that, popularly, Jimi Hendrix is regarded as the all-time best by a majority of music fans, but I don't know if you are considering people who are dead. Eric Clapton and B.B. King, are also strong contenders for the top spot.

It would probably be better to ask who was the most influential guitarist for a certain genre of music. I don't listen to much country, but there are plenty of really good country guitarists. I have also seen Spanish Flamenco guitarists who are simply amazing.

Chuck Berry - Chuck Berry defined rock ' roll. NASA put "Johnny B Goode" as one of the greatest achievements of humanity for the Voyager I collection of artifacts for pity's sake
Eric Clapton - Clapton is a god. End of story
BB King - BB gets more emotion and feeling out of one note than most guys get out of a whole track
Billy Gibbons - once heard Jimi Hendrix listed Billy Gibbons as one of his favorites. Good enough for me...
Stevie Ray Vaughn - can't believe he was actually boo'd at Montreaux .

There is no best guitarist! If there was it would be someone who has mastered every single musical style.
