You need an audio editor.
I use Wavepad by NCH - it's freeware, and you can download it from the website above.
Open your file, delete the part you don't want, then save it (as another name if you don't want to lose the original). Upload to your phone and voila!

www.myxertones.com will let you upload songs to use as a ring tone and it will give you a chance to set it wahtever part of the song you want to use and will give you a choice of length of the part to use...it is free to use also

http://ringtonesfaq.interkeys.com has some pretty good guides on how to do this, they got a good way to get wavs already in phone format
