Stairs is naming the whole object.
A step is each of the flat pieces that you step on.

Example: Those stairs seem to go on forever.
With each step, I get more and more tired.

Wow, I know what I'm trying to say, but its really hard to say it for some reason...

A stair is a step. The Building Code refers to them as stairs. They both consist of a rise and a run. Steps are slang for exterior stairs, no matter the number of risers.

Steps are usually found outside as that is what they are but we call them stairs inside because it is more homely to say stairs instead of steps.

Also, stairs tend to have carpet on them as steps tend to just be concrete.

Below the Mason-Dixon, no difference. I started to say that you take steps on the stairs, but my daughter just informed me that she had swept the front steps. Maybe steps are exterior and stairs are interior.

Steps are the few concerete ones outside a house and stairs are inside a house leading to the upstairs of a home.

you should be confused no longer just as the first poster said so well, steps are a few and stairs are more; like a flight of stairs so to speak.

steps are the horizontal peices of wood or whatever you get on a ladder fixed to a diagonal support They expose what is behind and below the step. Stairs have the vertical piece of wood or whatever material so that they completely seal the diagonal and hide the area below.
